Introduction to Peer Review

The Scottish Housing Best Value Network's peer review model covers three service areas:

  • Estate Management
  • Homelessness
  • Tenant Participation

Peer review is a recognised method of self-assessment and an important performance management tool. The current model operated by SHBVN was developed during 2001 and is regularly evaluated and updated to reflect members' needs and national priorities. The services of Network members participating in peer review are assessed by a team of reviewers made up of staff from other Local Authorities, tenants and service users. A rating is given at the end of the process. Since the model was introduced, 22 Councils have been reviewed and/or provided staff to conduct reviews.

 

As a non regulatory assessment model, the focus of SHBVN peer review is a learning process and a continuous improvement tool. The former is applicable for the review authority, reviewers and the network. Members have indicated that it is good for personal development. Peer Review has also been recognised as useful preparation for the fuller inspection process. SHBVN is committed to bringing teams together with a range of experiences. This means that service users and tenants have been involved in the development and facilitation of reviews across all three models. Service users played equal roles in the review teams and brought their knowledge and experience of using services to the process.

 

SHBVN is currently developing its methods to link Peer Review outputs more closely with sub group work plans (sub groups have been involved in the model development).
